About
The Social Building was an unused building which was later used in Pocket Adventures using only 1 of it's many remaining sprites. It is named "Alliance Building" in the files meaning it was gonna be used to access Alliances instead of Counselor Mobius's group. Many sprites remain along with 2 beta sprites. It can be destroyed in PA with battle support but only showing an unrelated destroyed building sprite.
Purpose
As stated above this building was meant to be used to access the Alliance menu instead of Counselor Mobius but was scrapped due to unknown reasons. It's purpose in Pocket Adventures is to connect to Facebook, like the Facebook page, and receive in-game news.
